This rule implements a normative standard that is required for strollers and carriages in accordance with Section 104 of the Danny Keysar Act on Child Product Safety Notifications, as modified by the Consumer Product Safety Improvement Act of 2008(CPSIA). The rule incorporates the most recent voluntary standard, ASTM F833-13b developed by the American Society for Testing and Materials. It also establishes requirements and testing methods to minimize the risk caused by these products. CPSC staff worked closely with ASTM stakeholders to develop this standard.
